A realistic assessment of the present health care programs and the responsibilities of Federal, State, and local governments fully demonstrates that the reforms I am proposing in Federal health care are needed now.

The activities of MNC's, however, have prompted questions about their obligations to both home and host countries.
I recognize that modified or substantially different proposals may more effectively meet the criteria of fairness, effectiveness and efficiency.
I believe the answer to this question is unequivocally and categorically in the affirmative.
