Certainly the 103d Congress did pass the 1994 crime bill and this was part of the 1994 crime bill. It was a recommendation or a suggestion that they increase the penalties. If there was a recommendation that came back to the committee, certainly I would not be aware of that as I am not on the committee. But I do not think this is really about anything more than just doing the right thing.
