Certainly the 103d Congress did pass the 1994 crime bill and this was part of the 1994 crime bill. It was a recommendation or a suggestion that they increase the penalties. If there was a recommendation that came back to the committee, certainly I would not be aware of that as I am not on the committee. But I do not think this is really about anything more than just doing the right thing.

The answer is that in the 1994 crime bill, it was suggested that they increase the penalties. The commission chose not to do that. That is why this legislation is necessary.
