I rise in support of this point of order. This is an unfunded mandate. One billion to municipalities cost $13 billion nationwide. We agreed to live under the same laws as what we passed. We must live under the laws that we have passed in this Congress. That is why we were sent here, that is what makes us different. Do not try to deceive the American people again. Support the point of order. This is an unfunded mandate.
