But I think there are two things, the first is that I think we have to stop with the false choices between small and big businesses.

And so when we think about these changes we have to be smart about them.

It was really important to set the right tone at the top.

We made sure we had the infrastructure in place for ongoing monitoring and compliance.

This kind of situation tends to put them and the whole organization in a negative light.

We made sure we had a culture of accountability so if people actually broke the rules there were real consequences.

Making sure we had really good training so that people understood what the rules are.

HUD does do extraordinarily important work.

If we designate this company, then the following businesses will likely go into other more lightly regulated institutions or new startup companies.

It doesn't sound like a very balanced risk approach, at least in my judgment.
