The President is requesting 18.5 billion dollars for NASA's programs and plans for fiscal year 2016.

Donna Edwards is a Democratic politician from Maryland who served as a member of the U.S. House of Representatives from 2008 to 2017. She represented Maryland's 4th congressional district, where she focused on issues such as women's rights, healthcare, and economic justice. Edwards was the first African American woman to represent Maryland in Congress, and her tenure was marked by her advocacy for progressive policies and her commitment to her constituents. After leaving Congress, she has remained active in public life and has been involved in various initiatives and organizations.
Our job is to take in the information and say this is how we as a Congress, as an American people, feel that we need to go in this direction.
I want to go back to the budget proposal because I indicated this in my opening statement about this idea of constancy of purpose for NASA.
I appreciate your saying that, but let's just remember this day when that is said because if we come down the line, we're going to take you at your word.
I hope Congress has the foresight to commit the necessary resources to fund a humans-to-Mars plan, because it is a worthy goal.
Congress has done its share and funded JWST annually consistent with that rebaseline.
I just want you to know how much we welcome that as Marylanders because I think this fragile ecosystem that is so important to the vitality of the States and the region is on the road to recovery.
One of my concerns today though has to do with the Clean Water State Revolving Fund because I think they are also key to maintaining our Nation's wastewater needs.
