most United States aid to Afghanistan is off budget, meaning it doesn't go through the Afghan Government.

therefore you need to have the confidence that the funds moving on budget in fact will be used for its intended purpose and not be siphoned for governmental corruption funds.

The United States must also insist on accountability for this assistance, accountability for the money spent, and accountability for the effectiveness and success of these programs.
