When we wrote to Mr. Panetta, the Director of the Office of Management and Budget, about this last November, he assured us that "The administration feels that there are considerable balances remaining on the DOE account that have not been outlayed. * * *." So presumably, the Department of Energy will pay for any termination expenses out of other appropriated funds available to the Department.
