I am in support of the Senator's amendment, do not get me wrong. I want it very strongly and feel we are moving in the right direction and I will not object at all. But I come from a State where 80 percent of our water systems serve 10,000 people or less. Those people are becoming very concerned about the pressures that are being placed upon them for testing the water and the scientific research that has to be done. The list of particles they are looking for is expanded every year. It is getting to a point where they are almost unable to pay for that and keep rates reasonable. What does the Senator's amendment do as it relates to the smaller water systems, as it relates to funding? Does this put additional restriction on them? I am just trying to figure out some way, so when I am questioned about this we will have the answers and it will be part of the Record, I say to the good Senator.
