I understand my colleagues' concern. Any change in the enplanement criterion for EAS purposes to include foreign and commuter carrier operations and international transit flights would be inappropriate. This is especially true since transit flights operated by foreign air carriers are disqualified under cabotage rules from carrying local traffic between U.S. points. These international transit flights are prohibited from providing a domestic service to U.S. customers that would affect the need for EAS subsidies to help connect small communities to the domestic aviation system.
