This is just a provision that goes back to the top-down approach that I believe the Majority is taking.

The Public Record
Requiring paper ballots that will inevitably lead to longer lines is the antithesis of what my good friend, Chairwoman Fudge, had hearings throughout this country to talk about.
I would like the record to show that we won the voice vote, but I will vote yes.
Congress has relied on CRS since the early 1900s as its primary support agency for public policy research and analysis.
An agency with such an influential and rich history should be the gold standard of research organizations not just here but worldwide.
What I am interested in doing is having this Committee lay out our expectations for a path forward that will drive the necessary institutional changes that are needed in any agency.
I look forward to hearing your testimony and having a productive dialogue about the current state of CRS and ways in which improvements can be made.
Let me be clear: I expect the Congressional Research Service and the Library of Congress to respond to the concerns and recommendations expressed by the Committee today.
I do not think the rules that we pass in this committee, the bills that we pass and sign into law, ever intended for somebody like that to be impacted the way he is.
