I am confident you will do a good job.

I am confident our Full Committee is in exceptionally good hands under the chairman's leadership.

We went to the checkpoint of the Ossetia province where the Russian's have seized.

We hope and pray for a full and quick recovery for all involved.

I am honored to serve as chair of this Subcommittee.

One of my big concerns is the legacy of USAID being a poor manager.

U.S. assistance is intended to aid those who are suffering from famine, poverty, disease, not to enrich their governments, especially if their government is corrupt or violent or provide safe haven to terrorists.

It is in the statutes of the U.S., however, that there is a cap on the percent that the U.S. is allowed to pay is 25 percent.

I find abhorrent that they have let this go to this extreme without remedying it.

This needs to be aired out. And Congress needs to be a part of that airing out.

Mr. Secretary, in your statement this morning, you described the many evolving challenges to U.S. national security and economic prosperity.

I am going to try to urge him to do, and that is to name a good CEO, a person in charge of the daily operations of the Department.

Presidents propose; Congress disposes.

Well, they are being excessive.

Well, we have seen buyouts don't work anywhere in the world, including the U.S.

Over the years that I have been fooling around with this question of management at the Department, we kept bumping up against resistance within the Department.

It is not a fun operation, but the gentleman brought up a very, very interesting series of questions.

The previous administration proposed cuts, continued cuts, to Guard end strength. But our 2017 bill reversed those cuts to end strength and will add 1,000 Army Guard troops above the 2016 level.

I congratulate the chairman on his assumption of the chairmanship of the full committee and for putting this bill together when he chaired the Subcommittee on Defense. This bill certainly represents the outcome of many hard choices. It…

We should give you flexibility and give you the funds to do your chores. But in exchange, we need information and we need oversight and we need responsiveness.

Madam Ambassador, you have been generous with your time.

There needs to be some policing of expenditures like this.

Infrastructure, of course, is the name of the game this year. We are all tired of traveling on old streets, bridges that are falling, waterways that are not being traversed properly, and the like.

We are on the same team here with you, and we are going to try to be of help to you as you carry out our country's work at the U.N.
