I must say that I was shocked that the gentlewoman from Texas would refer to this rule as being silly. What we are talking about here is ethics in government, really. And if there were a way that we could do more than simply pass a resolution of the sense of the Congress, I think we should do so. We have an obligation and a responsibility to inform the American people about what is taking place in the executive branch of the government, and I would like to take just a few moments to run over a little bit of this. President Clinton created the Task Force on National Health Care Reform on January 25th, 1993, five days after he took office for his first term. The panel conducted its work in secret. The very next month the American Council for Health Care Reform, the National Legal and Policy Center, a foundation that promotes ethics in government, and the Association of American Physicians and Surgeons filed suit against First Lady Hillary Clinton, Ira Magaziner and others to gain access to the documents and records of the secret meetings of the President's health care task force.
