Mr. Chairman, I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: At the end of the bill, add the following new section: SEC. 5. NO ADDITIONAL FUNDS AUTHORIZED. No additional funds are authorized to be appropriated to carry out the requirements of this Act and the amendments made by this Act. Such requirements shall be carried out using amounts otherwise authorized. The Acting CHAIR. Pursuant to House Resolution 767, the gentleman from Kentucky (Mr. Whitfield) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Kentucky.
