I think it goes back to the theme, Mr. Speaker, that the gentleman talked about, about why spend more of our tax dollars if we cannot make effective the tax dollars we already spend on education. Mr. Speaker, I believe that Americans are committed to education, and I believe that they care deeply about children learning, particularly learning to read. So let us look at the proven ways. Let us leave education where it can be changed, according to the research, and that is with local control and local efforts. Let us not add a program that is unproven, untested, where the research shows there essentially would be no effect on kids learning.
