As I indicated to the gentleman from Connecticut (Mr. Shays) earlier, if there is a problem with the maximum time period that is allowed in there, I do not mind working with that. But I think it is important that we have a minimum time period. I think that candidates that are faced with the possibility of jail time are going to be much more cautious.
