I would first like to add to what the Senator from Indiana said regarding the majority leader, Senator Mitchell. In his leadership he has always been fair, always patient, and always intellectually challenging. I am sure when he decides to step down he will have 99 Senators who wish him well. I think he has provided extraordinary leadership for us through some difficult issues, and, as the minority leader said, his word is his bond.
