“It is hereby ordered that any individual income tax return made with respect to a tax imposed under chapter 1 of the Internal Revenue Code of 1939 or under chapter 1 or chapter 2 of the Internal Revenue Code of 1954 shall be open to inspection by the Department of Health, Education, and Welfare as may be needed in its administration of the provisions of Title II of the Social Security Act, as amended.”
