Pretty clear the young men and women returning from war, those in the reserves and in the guard have a real serious reemployment problem.

why can't we allow States to be creative in finding solutions like that within the States, and why it is important that Washington shouldn't punish those States for being creative?

Because it sounds a little bit like you are taking more of a bird shot approach. You are just blasting it out there and hoping that it hits the targets that we are hoping to get the message to.
