It seems like you need an international mechanism for someone who will say no, you cannot do that.

It's resulted in a hemorrhaging of faculty from that institution and a lot of uncertainty about whether there's a commitment to high-quality education.

It is important to preserve this, and I hope there is a bipartisan commitment to that.
