What we are hearing from the opposition over and over again is that this is an attack on Roe v. Wade. It is not an attack on Roe. I will stand here and tell the Members that I think that January 22, 1973, will live on as a day in infamy, and I wish it had never happened, but this is not an attack on Roe v. Wade. This is an attack on one procedure, one abhorrent procedure called partial-birth abortion. The other side wants to say that there is no medical terminology of 'partial-birth abortion.' It is as much a medical terminology as to say taking somebody's appendix out or a gallbladder out is medical terminology. I do not know what euphemism they want to use for this procedure, but this is a partial-birth abortion. Someone said earlier that it is akin to infanticide. I am not a legal scholar, but to me it is infanticide because when one delivers that human outside the mother's womb, and it has a beating heart, it no longer is a fetus. It is an infant, and if they kill it at that point, and that is what partial-birth abortion is, then that is infanticide.
