by number of sources- Mr. Chairman, I stand in strong support of the Ryun amendment. This is a commonsense amendment. To quote the amendment of the gentleman from Kansas (Mr. Ryun), the letter of June 8, it says his amendment simply prohibits foreign visitors from sensitive countries, and those are constituents that are such staunch U.S. allies as China, Cuba, North Korea, Iran, Iraq, Russia, from entering national laboratories unless the Secretary of Energy grants a waiver to individuals deemed necessary to our, the United States', national security. Frankly, given the track record of this administration, I hate to see them have the ability to grant waivers. I would love to have some language in there that said unless they have been giving to the campaign, but I do not want to go that route. I think we have already hashed that out. We know the relationships that have caused some of these breaches in security. But let us look at some of the statistics: 742 Chinese scientists visited Los Alamos National Laboratory, but only 12 were given background checks; 23 Iraqi and Iranian scientists visited the Sandia National Laboratory, none were given background checks; 1,110 Russian scientists visited Los Alamos National Laboratory, yet only 116 were given background checks. - Members of the House, it's a great honor to introduce Tom Graves, the newest member of the Georgia delegation and, obviously, the newest Member of the United States Congress. Tom comes to us from the Ninth District of Georgia, the seat which was held by Nathan Deal. And we all miss Nathan. He was a leading voice on Medicaid and immigration issues. And I know that Tom will continue that fight for the people of the Ninth District of Georgia. Tom comes from Ranger, Georgia. You may not know Ranger, Georgia, population 91, but it's a little bit down the road from Red Bud, Georgia, which isn't incorporated, and not too far from Fairmount, Georgia. The three of them collectively are near nothing at all. They are in Gordon County. Now, Tom served for 7 rac{1}{2} ext{ years in the Georgia General Assembly and was on the Transportation, Health and Human Services Committee and the Ways and Means Committee. He was a leader in job creation for the State of Georgia, and with his JOBS Act, introduced in 2009, he worked for pro-growth legislation--legislation that would phase out the corporate income tax and eliminate the burdensome inventory tax for Georgia businesses. For this, he was recognized by ALEC, the American Legislative Exchange Council, to which many of us once belonged. I want to say to my friends from Texas and Connecticut that, number one, the DeLauro amendment which you alluded to that increases WIC $147 million is intact, and that increase has gone on. We do have to offset it from another portion of the bill, and the reason is because that Brazilian cotton agreement was a WTO agreement that President Obama agreed to. The money is restored. For every dollar we spend, 40 cents is borrowed. Both parties. Under President Bush, in an 8-year period of time, the debt went up $3.5 trillion. Now, under President Obama, in a 3-year period of time it's gone up $5 trillion, a 56 percent increase. And President Obama now owns the wars in Iraq and Libya and Afghanistan in terms of this is his watch. He has had opportunity to change the direction. He has not done so. So let's quit hiding behind, We're at war, and therefore, it's the Republicans' fault. I also want to remind my friends that the only budget that has passed either House is the Ryan budget, which is what we're operating under. The President of the United States' budget failed on the Senate floor 97-0. He did not even get Harry Reid's vote. So we're operating under the budget constraints that we have. - There are three things we need to do to create jobs in America: Number one, we need to roll back job-killing regulations. You don't have to work for worker safety at the expense of the job. There is a balance. Government agencies need to work with the entrepreneur and the employer and the job creator, not against him or her. We can find a balance. Number two, you need to drill your own oil. For us to suggest and believe that the people in the Middle East are more environmentally friendly or more sensitive than we are is ridiculous. We have got to get our head out of the Middle East sand and our drills and bring it back home to America. If gas fell $1 a gallon, it would be a huge economic boom to our country. And, number three, we need tax simplification. Ask any audience, ``How many of you fill out your own tax return?'' and then ask, ``How many of you pay to fill out your own taxes?'' and inevitably you'll find an 80/20 split. - when the Republicans took over the White House, the Senate and the House, the critics in this town came out of the woodwork, which does not take much to rile them up, but they said they are never going to get anything done. The first year in office Mr. Bush passed No Child Left Behind, a great bipartisan education reform package; this year taken on a world leadership role to liberate Iraq from the oppression of Saddam Hussein and make it possible to inspect for weapons of mass destruction; and now we are leading Iraq towards democracy. We have also passed economic relief in the form of tax relief for small businesses, for families and for farmers, something that will turn the economy around. And then earlier last month we passed Medicare reform with a prescription drug benefit. We have other things that we are going to do for medicine. We are going to take on malpractice reform. It has already passed in the House. The other body is debating on it very soon. We are passing in the House health savings accounts so that people could set up a medical savings-type account approach to healthcare. We are taking on lots of new initiatives, and so the critics, they are always going to be here in Washington, DC., but if we look at the scorecard, it has been a very solid record. - What this amendment does, Mr. Chairman, is say that if you sell or contract or do business with the Federal Government, then you need to be part of the Social Security verification project known as the Basic Pilot. And the Basic Pilot program is a tool for employers to verify the Social Security numbers of employees. We all know that the Federal Government is one of the worst offenders of hiring contractors and subcontractors who in turn hire illegal aliens and do a lot of government work. We also know that since the inception of ICE, the Immigration and Customs Enforcement Agency, Julie Myers, the head of it, has stated that there have been hundreds and hundreds of arrests at military installations, power plants, chemical plants, sensitive facilities, and truly this would include a lot of the agencies and a lot of the contractors in work that is done in the Department of Interior for work on our national parks and other land areas.2 sources2007govinfo.gov
