Mr. Speaker, sadly, this Republican resolution is consistent with the dishonest political way the Republican leadership has acted over the past 3\1/2\ years. This Congress has not served as a check. It has not served as a coequal branch of government. This Republican Congress is only interested in covering up for this administration. We have lost over 2,000 American men and women in Iraq. Thousands more are wounded. We have spent hundreds of billions of dollars in this war effort, our credibility around the world is at an all-time low, and this is the best that you can do for our soldiers, this resolution? This is it? This is our debate on Iraq? This is what the American people get for all of what they have gone through, all the sacrifices they have made? As for this legislation by the gentleman from California, which hasn't had a hearing and hasn't had a markup, if it comes up, I am going to vote against it. I think all of us are going to vote against it because it does not provide for the safe and the orderly withdrawal of our forces. Nobody on this side has said anything other than that. Let me close with this: to my Republican friends, Jack Murtha isn't afraid of you. He has faced down a lot worse than some of the pathetic smears that we have heard from the other side today. Paul, I would just like to say that I think a great part of the legacy of your Speakership has been showing civility and character, and I truly mean that. I think everybody in this Chamber would agree with that. We applaud you for that.
