The question is one of priorities. I appreciate him pointing out the CNN effect. The extent to which this country can respond to each and every problem in the world is limited. We have to recognize that; therefore, we must insist on dealing with our top priorities. I deeply appreciate the wonderful quote of General Shelton which I first heard at an Armed Services Committee hearing, that we have, in effect, a great hammer, but not every problem in the world is a nail. What a great way to phrase that particular point of view. He said: My purpose is to give the President of the United States the best advice I can on how to use the American military to stay out of war; but if we get in war, win and win quickly. That is still probably the finest definition of the mission statement of our military forces I have ever heard.
