by number of sources- on next Monday, May 28, and acting pursuant to a joint resolution approved by the Congress back in 1950, the President of the United States will issue a proclamation calling upon the people of the United States to observe a day of prayer for permanent peace in remembrance of all of those brace Americans who have died in our Nation's service. That is how Memorial Day got started and is what this special day is supposed to be all about. Whenever Memorial Day comes around, I am reminded of what may well have been the first, and is still one of the finest, memorials to fallen soldiers, the Funeral Oration of the great Athenian leader Pericles, as recorded by the historian Thucydides, during the Peloponnesian War in the 5th Century BC. For this offering of their lives made in common by them all they each of them individually received that renown which never grows old, and for a sepulcher, not so much that in which their bones have been deposited, but that noblest of shrines wherein their glory is laid up to be eternally remembered upon every occasion on which deed or story shall call for its commemoration. - I applaud the chairman's decision to boost the number of INS inspectors for this next fiscal year. I would like to bring to the Senator's attention that of the 150 new INS inspectors placed at various points of entry last year, Hartsfield received no new positions. There are other notable disparities. For example, Atlanta conducts 70 percent more inspections than Boston, but has only 30 percent more inspectors. The number of passengers processed annually per inspector in Atlanta is 35,782. In comparison, Miami has a higher ratio of inspectors per passenger than Atlanta, and, as a consequence, the average inspector in Miami processes 10,000 fewer passengers each year. Honolulu inspects less passengers than does Atlanta, but has twice as many inspectors. And because Hartsfield generates between $18 million and $19 million in user fees each year with less than $8 million spent at Hartsfield there is concern that the Atlanta Airport is subsidizing inspections at other airports in the Nation. In addition, the airlines serving Hartsfield are planning major expansions in their international service. Furthermore, recent census data reflects tremendous population growth in metro Atlanta over the past 10 years. - I truly believe that such an approach is the best, if not the only, way to resolve the difficulties in Bosnia and Kosovo-- allowing our troops eventually to come home but avoiding an unacceptable security vacuum in southeast Europe--and is definitely in the best interest of the United States and Europe. Two years ago this week, the Senate was debating the expansion of NATO, and I should add that I found that discussion to be perhaps the finest deliberation on national security issues that I have witnessed in the time I have served in the U.S. Senate. The debate raised serious questions regarding both the makeup and purpose of NATO, but, in the end, I, and a large majority of the Senate, concluded that extension of NATO membership to Poland, the Czech Republic and Hungary was in our, and NATO's, best interest because NATO was the only entity ready and able to fill the security void in northeastern Europe. Much has changed in the time since that vote, including the launching of the first offensive military operations in the history of the alliance last year in Kosovo and Serbia, an action which also represented the first time NATO asserted the right to intervene in the internal affairs of a sovereign nation.2 sources2000govinfo.gov
- the Cleland Savings Bond Tax-Exemption for Long-Term Care Services Amendment would exclude United States savings bond income from being taxed if used to pay for long-term health care expenses. This bill will assist individuals struggling to accommodate costs associated with many chronic medical conditions and the aging process. A staggering 5.8 million Americans are afflicted with the financial burdens of long-term care. My bill proposes a tax credit for individuals who are limited in daily activities or have a comparable cognitive impairment. Providing a tax credit for families paying for long-term health care will help alleviate the financial burdens for one of the fastest growing health care expenses. Federal and state spending for nursing home care and home care continues to skyrocket. Current estimates forecast that in the next 30 years, half of all women and a third of all men in the United States will spend a portion of their life in a nursing home at cost of $40,000 to $90,000 per year per person. My legislation will assist families by: providing a tax credit for savings bonds used to pay for long-term care, and allowing families to use their savings bond assets to face the dual challenge of paying for long-term care services and higher education expenses. This was a baby that was dropped on our doorstep. So we are looking around to get enough milk to keep it alive, not just keep it alive, but to dramatically improve it, and we have done that.
