Well, as we look back, and I've heard the chairman of the Appropriations Committee rail in favor of what FDR did in the Great Depression and how successful it was. And yet, right there by his own Secretary of Treasury's admittance, the spending programs failed. And I think history is now showing us that the spending programs and the tax increases that came in the latter part of the ``New Deal'' kept us in the Depression, didn't get us out of the Depression.
