The Cuban Government is there. They have a heavy hand, and they confiscate whatever they want because everything belongs to the Cuban Government.

I urge State and USAID to act immediately to address the GAO and OIG recommendations in a satisfactory manner.

I want to ensure that we are not simply throwing more money at the problem.
