Of course, when you read the sequestration order, you understand that there is not as much discretion to the executive branch as some might think.

the Administration, unfortunately, has gone around touting the alleged harmful consequences of sequestration. Some of them are over the top.
I look forward to working with Mr. Connolly as we drill deeper into some of the issues of waste, fraud, and abuse, and how we can eliminate some of that unnecessary spending and cost and actually do a better job in a time of sequestration…

So somebody has got to make a damn decision of moving forward. When do you expect that will be?
That is astounding, that it has taken you a year to negotiate. What the hell would you doing, when you should have been having a deal that was close to just sewing up? It is unbelievable.
