Please describe the historical relationship with Russia, going back to Nunn-Lugar.

Dr. Nacht, the DOD CTR program is also going to play a role in the global lockdown effort.

Your budget says that these sensors are going to fly on Global Positioning System (GPS) satellites and on Space-Based Infrared System (SBIRS).

We must do everything we can, as quickly as possible, to ensure that this does not happen.

The President is requesting $2.7 billion for fiscal year 2011 for the nonproliferation program, an increase of 26 percent over the last year's funding levels.

Iran could have enough weapon-grade uranium for one bomb within the next year.

The threat of global nuclear war has become remote, but the risk of nuclear attack has increased. The most immediate and extreme threat today is nuclear terrorism.

It does, indeed, express their concern.

It is imperative that the nuclear nonproliferation regime and the rules-based international order... is both credible and relevant.

I must say that I was pleasantly surprised that, on fairly short notice, that many leaders showed up.

Would you please characterize the cooperation by Russia, and characterize the cooperation of the host countries in those seaports?

Talk to us about the support of the IAEA, and talk to us about preventing nuclear smuggling.

Are you willing to discuss this initiative with the director of the program, to see if there are areas of mutual interest?

I think what you ought to do is come also to the committee in a classified session and go through some of that with us.

What about plutonium?

The Library of Congress is running a program called the Open World Program. It works with Russia to develop broader understandings between Russian folks and American folks.

How does this fold into the lessening of warheads that will be required under the new treaty?

Mr. Baker, you had talked earlier about the disposition of 34 metric tons of weapon-grade plutonium by converting it to the fuel for the commercial power reactors.
