We don't see any reason why, when we are talking about weapons that are a century old, anybody with a straight face would use the term national security concern.

What you have just said mentioning regulators suggests that the Corps should not leave on the basis of its own evaluation, but only after regulators have certified that in their independent judgment it is safe to leave at this point.
