I mean, severely affecting and limiting above-ground mining is one thing. I mean, that alone would be potentially devastating to the production of coal and electricity as well as jobs in that area.

I don't see that. If a company thinks that they have a possibility of getting a good rate of return and they are willing to invest their own private dollars, number one, I don't see that that puts the taxpayers on the hook for anything.
