If you will take a look at the Republican plans and most specifically the plan that I carry as a sponsor in this House, we not only engage the problem of making sure that these teaching hospitals are adequately financed but we create incentives so that we move toward strengthening primary care doctors rather than specialists. In addition to that, we turn to the tax code and we tell these people who are willing to go to rural areas, we give them a tax incentive of $1,000 a month to try to get these people out into the structure. Not only do our plans encourage and promote teaching hospitals, we nurture in a positive, incentive way----
