I suggest that we take a look at the way in which win money is currently spent today for those people who could otherwise afford their insurance but have Government subsidies for them. Let us begin with means testing Medicare, so that millionaires don't get prescription drugs. Let us not talk about providing long-term benefits for people who are more well-off than the average American. Let us take that money immediately and transfer it to the poorest of the poor, so that instead of a subsidy to millionaires, we do pay for the health care costs of the poor.
