when our constituents tell us to ``do something'' about gas prices, they don't mean ``Make them higher.'' This bill has some attractive elements, but they're overwhelmingly weighed down by bad policy, creative accounting and tax increases, none of which gets close to fixing the energy problem we face. Record high gas prices are due to growing demand, constricted supply, and over-reliance on oil from unstable regions of the world. Yet this bill penalizes U.S. producers. Mr. Speaker, families in Northern California won't see reduced prices at the pump if Congress raises billions in new taxes on those who discover, refine and deliver our gas. I urge a ``no'' vote.
