So that, hopefully, should these separations ever continue--and it is my understanding that some children are still separated from their parents--that we would at least expect that in the United States of America, with all the resources and expertise we have, they would be minimizing the effects on these children's physical and mental well-being, adverse effects on their well-being.

There's a difference between funding sent to a department so that they can get their work done versus funding in order for programs to give grants out to communities.
