So it appears that this Government entity, the U.S. Postal Service, in your earlier testimony, I am getting the feeling that one of the biggest problems we have isn't that we can't compete in these delivery systems at various levels, it appears that you are finding it hard to actually make decisions in a timely manner to make those adjustments to actually bring yourself into better revenue positions?
