I would say, if for no other reason, we shouldn't pass this because it is unconstitutional. I yield back.

Provisional voting is good for robust democracy and encouraging citizens to engage with voting.

the FEC is a completely failed agency.

We also know that it invades privacy.

Voting is a right, not a use it or lose it privilege.

We are certainly willing, and hopefully we will be able to come to agreement on some of the amendments.

I am really kind of shocked by those comments. It is judge and jury by innuendo.

I just wanted to go back to the question that I asked earlier, if we can think of any excuse that would be acceptable.

I would urge a 'no' vote on this amendment.

I think what we are trying to do is think of a way that people can feel participatory in elections, including today they do not.
