People don't choose government service for prestige, glamour, or recognition.
I call upon all Americans to reflect this spirit of generosity and private initiative by providing additional food to those in need.
This determination, together with the Statement of Reasons, shall be published in the Federal Register.
These awards also provide an incentive for all Federal employees to help us improve the effectiveness of government.
