Ronald Reagan: “I do hereby proclaim the week of September 23 through September 29, 1985, as National Historically Black Colleges Week.”

We must and will dedicate ourselves as a Nation to continue this effort, and to stand in solidarity with those who resist, until the blessings of democracy, freedom, and respect for human dignity are assured throughout the world.

But there's nothing I can say that would make the situation right.

We have not come this far through lack of strength or any weakness in our resolve, nor has there been anything inevitable about what we've achieved.

If we ever closed the door to new Americans, our leadership in the world would soon be lost.
