I do hereby proclaim December 17, 1988, as Wright Brothers Day.
Neither treaty has been ratified because they were not verifiable in their original form.
We understood the key to prosperity was low-inflationary growth, and we achieved it.
The journey toward better Soviet-American relations will remain a difficult one.
