The first is to maintain the strength of the NATO Alliance; the second is to work toward greater unity, not only in military but in other ways for Europe; and, third, we recognize that in this era in which we are now entering, it will be necessary for the United States of America to conduct bilateral negotiations with the Soviet Union, negotiations that will have a massive effect on whether peace survives in the world.
