Richard Nixon: “The recent trend of diminishing population and diminishing prosperity in many rural areas must be actively resisted.”

This, more than anything, is what I hope will be my legacy to you, to our country, as I leave the Presidency.

I am firmly convinced that the record, in its entirety, does not justify the extreme step of impeachment and removal of a President.

Further study is essential if we are to avoid ineffective Federal spending for these purposes.

I do hereby proclaim October 29, 1974, as National Student Government Day.
