Each Council shall be composed of the principal regional officials of the Departments of Labor, Health, Education, and Welfare, Housing and Urban Development, Agriculture, the Interior, and Transportation, the Office of Economic Opportunity, the Environmental Protection Agency, and the Law Enforcement Assistance Administration.
