I believe this is one country, and let us all work to make it one country, because it is one United States of America that can lead the world to peace, the kind of peace that all of us want in the years ahead.

I do hereby proclaim October 29, 1974, as National Student Government Day.
I invite the Governors of the States and of the Commonwealth of Puerto Rico and other officials at the local level to issue similar proclamations.
This was a serious act of omission for which I take full responsibility and which I deeply regret.
