The responsible and effective exercise of the war powers requires the fullest cooperation between the Congress and the Executive and the prudent fulfillment by each branch of its constitutional responsibilities.

Notwithstanding the expiration of the Export Administration Act of 1969, as amended, the provisions for administration of that act contained in Executive Order 11533 of June 4, 1970 as continued in effect by Executive Order 11683 of August 29, 1972, shall continue in full force and effect and shall authorize the exercise and administration of export controls, under the authority vested in me as President of the United States by section 5 (b) of the act of October 6, 1917, as amended (12 U.S.C. 95a).
Looking back over the past 5 1/2 years that all of us, as Americans, regardless of our partisan affiliation, can be proud of the role America, our country, has played in making this world a safer and better place for all people on it, not just for ourselves.
American leadership is the key to whether or not nations that could be at swords' point, nations that could be engaged in war against each other, may find a way to get along, to avoid war.
