By upholding the cause of freedom without conscription we will have demonstrated in one more area the superiority of a society based upon belief in the dignity of man over a society based on the supremacy of the State.

I am pleased that in this bill the Congress has expressed support for our objectives by authorizing $22.2 billion for military procurement purposes during fiscal year 1975.
