A number of provisions authorize spending for unneeded equipment and could thus inflate defense spending unnecessarily at a time when we all should recognize the need to avoid waste.
In keeping Federal spending under control, we do not intend, of course, to single out only farm or environmental programs.
And as I leave, let me say, that is an example I think all of us should remember.
I invite the Governors of the States and of the Commonwealth of Puerto Rico and other officials at the local level to issue similar proclamations.
