Richard Nixon: “I can only say that it is a friendship that will continue in the years ahead.”

Two weeks ago, I vowed to the American people that any appropriations bill substantially above my budget for fiscal year 1975 would be vetoed.

I invite the Governors of the States and of the Commonwealth of Puerto Rico and other officials at the local level to issue similar proclamations.

This, more than anything, is what I hope will be my legacy to you, to our country, as I leave the Presidency.

Time is now of the essence with regard to the trade bill.
