In accordance with Senate Concurrent Resolution 67 of the 90th Congress, I am pleased to transmit this annual report describing the current and planned activities of Federal agencies participating in the World Weather Program.
He is a very fine human being, generous with his time, concerned about those less fortunate than he is, and it is this kind of man who deserves the Medal of Freedom, the highest recognition that our Government can give to an individual who is not in the Armed Forces of the United States.
A number of provisions authorize spending for unneeded equipment and could thus inflate defense spending unnecessarily at a time when we all should recognize the need to avoid waste.
In particular, we wish to pay tribute to the skill and persistence of Mr. [James] Callaghan, the Minister of State of Great Britain, who, as leader of the conference, deserves great credit for its success and to the Foreign Ministers of Greece and Turkey.
