We must constantly work not only for better buildings for our students, but most important of all we must work to see that our teachers receive a recognition and a compensation which will enable them to give us the highest standard of education in the world.

We are continuing to make substantial progress in furthering the goals of this program.
A number of provisions authorize spending for unneeded equipment and could thus inflate defense spending unnecessarily at a time when we all should recognize the need to avoid waste.
I intend to veto Congressional actions that would raise that spending above the budget.
Immediate gains in weather predicting are also being made through increased computer power.
