I am pleased that in this bill the Congress has expressed support for our objectives by authorizing $22.2 billion for military procurement purposes during fiscal year 1975.
It is regrettable that the Congress has seen fit to add to a bill of such importance to our national security a rider adversely affecting the constitutional separation of powers.
I also call upon appropriate community organizations to cooperate with the Customs Service in recognizing 185 years of mutually beneficial relationships.
We are confident that the knowledge of weather we are gaining through studies and experiments carried out under the World Weather Program will give man the understanding, tools and techniques necessary to cope with his atmosphere.
